Doctor and Professor of the Faculty of Marine and Environmental Sciences – Universidad de Cádiz. Director and Professor of the Master "Integrated Management in Coastal Areas" since 2004. Director of the Research Group "Planning and management of coastal areas" since its creation in 1990 (www.gestioncostera.es). General coordinator of IBERMAR Network for Integrated Coastal Management in Ibero America 2008-2012. Author of 15 books and more than 40 articles on coastal management. In addition to Spain, he has worked in 17 countries: United Kingdom, France, Portugal, Argentina, Brazil, Chile, Colombia, Dominican R., Peru, Ecuador, Uruguay, Cuba, Puerto Rico, Mexico, Morocco, the Philippines and Costa Rica. He has worked for the European Commission in the Demonstration Program on Integrated Coastal Zone Management, in several projects of United Nations agencies and for all scales of the Spanish Public Administration. The latest work has been: MIZC strategy of the lagoon del Mar Menor (Autonomous Community of the Region of Murcia), National Policy and Program of Integrated Management of the Coastal Marine Zone of Peru (Ministry of Environment and Inter-American Development Bank), Integration Project of the Port and the City of Cádiz (Universidad de Cádiz and Port Authority of the Bay of Cádiz).
